This may have been elaborated on in the thread but on the off chance it wasn't I'd just like to explain exactly what happened here. Issei Sagawa committed his crimes in France and was declared there to be criminally insane. He was eventually deported back to Japan. Due to his records being 'sealed' the Japanese government essentially decided it was all good and just let him go upon his deportation. At that point he became a minor celebrity and-I think-starred in JAVs and shit afterwards.

While we're on the topic of loli-bait vtubers, we're evidently all well aware of Shondo and Gura/Saba(i think?) but there's a moderately popular indie that I think has slid past the radar thus far named Chromuchromu. As far as I know she's an American living in Australia. I'll link a clip (too retarded to know how to archive twitch clips) of her directly asking people not to cunnypost in her chat which I feel speaks volumes about her and her viewership.

At this point I think shondo is the main lolituber deserving of a thread due to her utter absence of shame and her extensive online footprint, but I just thought it'd be prudent to flag this fucking weirdo here.
