They are, objectively and by eyewitness testimony from people whose jobs are to notice and report such things. They are, legally, by people whose jobs are to take care of such things and to remove children from incompetent, neglectful parents. They are, by scientific evidence showing one of them was dosed with cocaine, an illegal and dangerous substance not even adults should be doing.
