It seems reasonable to me that to have a license to drive, you should be able to read road signs. If not, take a fucking Uber. This applies a hundredfold if you're driving a giant completely full semi truck death juggernaut, which weighs about 80,000 pounds and will kill pretty much every passenger in a passenger vehicle in any serious collision.
