I've dealt with truck drivers that can't speak English, and not just like some dude driving a food truck around your local area, but huge multi state concerns delivering stateside. It's totally a thing, and it's highly baffling anytime it pops up. Trump doesn't have the worst idea here, what's wrong with standards?

Current OTR driver. At least once a day I'll be in a truck stop at the register behind someone who can't understand basic questions like "what truck number", "what pump", etc. Usually either somalian looking or hispanic, occasionally chinese.
Keep in mind most truckers fuel up every other day or so, and they get asked these same questions every single time.
Now ask yourself how well they understand traffic signs, detour signs, slow/stopped traffic ahead signs, weather advisory signs etc.
