We let a box of blood samples thaw out going to an AIDS research lab and it leaked all over the floor. Anything's possible in logistics if you use your *imagination*. So, sending death-threat skulls to an e-celeb doesn't seem too much out there for me IMO.

There's also just a ton of people who build up bone collections/specimen collections over time. My high school bio teacher had a ton of stuff lining the backwall, most self-collected or inherited. Similar for university education. Some collections make sense, others don't.

Most places do tend to be a bit more particular about human bones though. Either they are kept in a proper display case by the university or are sequestered away and only brought out for very specific classes. Kind of a necessary tbh, models don't capture the real feel of the bone and usually fuck up around the ethmoid and turbinates anyway.
