Buying and snorting coke is generally victimless in isolation.

To the degree that our laws are meant to reflect our morals and values, it's this crime that should not be ignored and have some kind of mandatory 3 months in prison or something equivalent.

As for proving it, we may never know the real story but this thread did a pretty bang-up job proving that the testing lab is state-of-the-art, that multiple hair follicles are tested, that a false positive is almost impossible, and that she could have died.
