Josh was asking for evidence of Rekieta accusing government agents of a conspiracy against him. Josh is using that evidence to explain why the court proceedings need to be broadcasted since Rekieta is accusing the government of a conspiracy. (If my understanding is wrong correct me)

I thought the omnibus signing of lawyers already did that, huh. Didn't Hardin and Legal Mindset and some other sign that it would be in the interest of the public to have the hearing broadcasted? Sorry if it's obvious, but there's so many things happening, that I have a hard time keeping track.

He probably has been given a similar offer. Kayla's offer was only discovered through an affidavit of service to her. I believe such an affidavit was necessary due to her not having counsel to whom the state's disclosures can be addressed; don't quote me on this though. There has been no such affidavit of service for Nick, again because he does have counsel.
