Picking locks is skill on its own, is generally slow, and isn't always an option. If you're conducting a raid and want to go in fast and hard, just break the door down.

That said, in eviction and welfare-check cases they will often opt to call a locksmith to avoid property damage since time isn't usually a factor. Though depending on the lock and the skill of the smith, they may just drill the core out instead of picking.
