My view has always been do what you want as long as it only affects you and other consenting adults, and leave everyone else the fuck alone. Destroying the environment obviously affects people who are not consenting, so I would be against that.

When I hear that something poses 'low risk', I'm always sceptical. People use such hand-waving terms rather than admit uncertainty and then cases like this one pop up:
