This likely varies by region and utility provider, but in several places I have lived, the utility company requires a customer's outstanding balance to be paid in full before service can be transferred to a new address. Customers who have been making only the minimum payment required to keep service from being disconnected may owe hundreds of dollars before they can get utilities hooked up at their new home. In a former city, for example, a payment of any amount was sufficient to keep the power from being turned off, provided the bill hadn't been issued as a "final notice". People could conceivably get by for years paying $15 or $20 every month, while their actual outstanding balance continues to accrue. Additionally, in some states (although probably not Alabama), utility companies cannot legally disconnect service for non-payment during cold-weather months, in an effort to prevent people who are in a bad place from literally freezing to death. Of course, most customers keep paying their monthly bill as usual, but some people don't keep up with it and end up with a massive balance due in the spring. Sometimes, it's not their fault completely; when you don't have a pot to piss in, any reprieve, however temporary, means you allocate the money elsewhere, even when you know you can't actually afford to do so.The power company in her area requires a deposit to start new service, and that deposit depends on your credit (Polissa's sucks) and history with the company. Since she had to pay a deposit to get utilities connected in her current place, it will be refunded minus the final bill. Per their website, "When an account is closed, the deposit is credited toward the final bill, and any credit balance is refunded to the customer." I suspect she's not mentioning this because she's either unaware or she's trying to scam more money from people.

She's either failed to pay her car insurance twice, and is now at risk of losing her license, or she's misleading people for more money. It's possible she's stupid enough to believe her car insurance will give her money, and is continuing to pay insurance while she's waiting.
In some cases, people have actually had to give up a spot in Section 8 housing, sometimes after waiting for literal years, because they can't pay off the whole balance due.
I'd bet my next paycheck (and it's not even a last of the month, must pay rent paycheck) that Polissa has been making minimum payments on the utilities and now owes a ton of money before the company will transfer service.
Since she's total trash, I would be shocked if she didn't know someone who knows someone bold and foolish enough to steal power.

This is also the same couple that complained that Taco Tuesday was ruined because they didn't have anything for their tacos but ground beef and tortillas. Ground beef is fucking expensive nowadays. I basically jump at grabbing a packet or two when I find them for under $4/lb. Got some $3/lb ground beef I broke up and froze in the freezer as we speak.

Semper fi and thank you for posting all this, I've been screencapping but hadn't gotten around to posting since my collection was becoming a monster in itself. She is going absolutely nuts with political shit today and I guess I now know how I'm going to be spending my election night.
She told off a Democrat woman that voted Republican this election for "condemning" female children for generations to come with her vote. People are fuckin' losing it.
By the way, @Grim Snark - Polissa has mentioned having a miscarriage a few times before. She mentioned it half the time during her hysterectomy saga and when she lost her shit at hearing lullabies in the maternity ward. She named her miscarriage Riley Ann so if you see that name in this thread, that is what it is referring to.
