Probably because to give him any kind of actual emotion or character is to veer from the original design. Cool Cat is a vacuum of personality with which the average human mind is incompatible; thus, accurately replicating his soullessness require deilberate effort.Cool Cat outside the Official Material is actually cute, like Bubsy.
How come Cool Cat is supposed to be a child and he's hanging with like 12 year old's yet he's as tall as his mother and "father"
No Idea if this is really an old advertisement for Cool Cat or not, but there are some Points that let this seem legit.

He likes Linda Hopkins and has paid her for at least one Song for his other creation Trolly the Trout. The sound is too butchered to say if its her or not, but it would be her style if she had to make something cheap and crappy.
No idea when this was made but I guess pre 2000. I can't find any artwork of Cool Cat with this particular style.

Doesn't the Jim Henson company take commissions for custom made puppets for use in tv and movies? It looks like Daddy Derek has enough cash to burn on a fursuit (or two, it's not clear is mommy cat is a seperate suit) and decent cameras so couldn't he toss some money towards making a less stupid Cool Cat, except in puppet form he'd have to hire a puppeteerCool Cat would've worked better if he was a puppet.
