Stories about driver shortages are bullshit. When the media does some logistics related story they go to the trade organization ran by the corporate carriers and they get their version of events. They always say that it is due to lack of drivers. It isn't. It is because they underbid the jobs, have poor dispatching, and other organizational issues. Who wants to work with that? So retention is shit because they treat their drivers like garbage and pay them peanuts.Look at the sheer scale of the cascade effect the "fuel crisis" had on the UK's economy and a big discussion about how vital truck drivers are to the UK's economy.
The laughable reality of the crisis was 20 or so stations were going to get deliveries a day late. That was it. 20 stations in the South of England were going to get deliveries Weds/Thurs instead of Mon/Tues.
That snowballed into everyone going and topping up their cars and generally causing stations to run dry, and a whole week of madness followed suit to the point the UK's road based equivalent of a "Merchant Navy" had to be called upon to solve it.
Oh, and all the supermarkets are tempting in drivers with £5,000+ ($6,702 USD/ $8,556 CAD) sign up bonuses.
Truckers and logistics in general continue to be the lifeblood of most economies and quite a few places have treated them like utter dogshit for a while to the point lots are retiring and there's no new "Knights of the Road" coming forward globally.
In the UK it was estimated we're about 100,000 drivers short for what'd be "ideal" for a just in time economy, which has lead a lot of companies investing in massive warehouses in order to reinforce their supply lines.
It's also why there's a suddenly renewed interest in railfreight and how best to get the bulk or parcels and other things to hubs by rail as people's attitudes to that work has changed, most want to go home at night to their family/loved ones and have more of a set area to operate in, versus the present free-for-all a lot of long distance truckers suffer from.

Sounds like they need some heavier trucks then.Ottawa is not going to starve. There are more than plenty Canadian truckers who are perfectly happy to keep working, the only way that could even feasibly happen would be if the truckers blocked EVERY way of getting into the city and defended all of them from the police and military for multiple days.

Think about the cold-starts! Sadly most of the trucks are too new to do a proper block-covering haze of white smoke. Maybe somebody there has an old Kelowna-built Western Star to do it properly.
