From what I remember from the PS2, if you max out the health from doing Ambulance missions and even max out respect from one of those girlfriends that boosts your health, you can basically fall after you use your parachute and not die from landing, although you get 1hp as a result. It makes falling faster with less risk.
I was surprised of hearing fact #3. A White man cannot swim, but a Black man can because "that's gangster." It bugged me how Vice City takes place in a beach setting, but you cannot swim.

I feel like I mentioned it before, but Rockstar used to use this excuse for everything. IIRC, they said in a magazine or online interview the reason you couldn't fly "real" planes in GTA III was something like "a criminal isn't a trained pilot" when it's very obvious they just couldn't be bothered to do it well in time. So when the Dodo controls became decent in Vice City, it wasn't "gangsta" to swim.
I get Vice City was made in like a year, maybe less, but it couldn't have been *that* difficult to implement a small swimming feature, could it? Especially since modders were able to do it.

Keep in mind that Vice City was intended to be an expansion pack for III. Not everything would've made the cutting board for a variety of reasons. Vice City has a lot of content in it given its original vision and short development cycle.
Vice City also managed to shape up some concepts that III couldn't.
Funfact: inside GTA III's .exe file, there are some line of code mentioning bikes and helicopters handling.
Infact, the helicopter mod for GTA III works because it uses those cut lines. For the bikes, however, it's impossible because the code for it is mostly incomplete.
