You're right, it might be pedos wanting to see babies hurt, so they resort to looking at baby monkeys... which is really disturbing. Most of these people are American, almost every single one I've seen, with full names common in the US and using American English, some having American flags as profile images. I wish more people would care about this, like people care about dogs or cats but it's natural people would be more shocked with pet animals. I've personally not done much digging on it. But there are those factors you're mentioning.

-Generally American english, or american names. (This totals about 80% of the comments on these videos.)

-Theres a number of these playlists around, most can clock in around an upward of a million views, generally with baby monkies getting injured in some way.

-The comments come in around the line of, "Yeah, good to see that stupid monkey hurt/crying". They generally seem to get enjoyment out the terror or pain.

It's very niche, but is spectrumed enough it could be folded into the zoosadism area.
