I opened YouTube in Edge, a browser I've never used before, clicked on the 'Shorts' option in the top left, watched the short randomly selected by YouTube, and when I returned to the main page, that's what I see.

Every time I open YouTube without an account, regardless of what I watch, there will always be some form of goon bait on the homepage.
