Dickwaving and saving face. The idea of building a hospital in a week feeds the China Numbah One types a lot more than the more sensible idea that lets you treat more people right now, and it isn’t like life has much value to the CCP anyway.

A little inside baseball here: publicly, SF is saying the virus is no more virulent than the flu. Privately, SF is bringing nurses in from other states, just in case.
