I'd almost be serious about legalizing murder. At least in the US, you can still get a gun to defend yourself. Also, as we've seen with some recent cases of people defending themselves in NYC and Austin, TX, you can be accused and even convicted of murder for defending yourself, so it's pretty much already legalized and even supported by the state for criminals anyway.
As for rape, I can't really see a purpose for it. "She was trying to rape me, so I raped her in self-defense" doesn't really seem to work in any scenario I can think of.

Legalize the murder of rapists?
Legalize the rape of murderers?

murder should be legal within reason. id like an unfair bounty system where the government determines who lives and who dies...

Murder, legalized in Morrowind fashion: If you try to kill someone and fail but the guy you tried to kill doesn't try to kill you, you still get arrested for attempted murder. But if you kill them without any indication it was unprovoked (up to and including "the local constabulary did not see you stab the guy first, just that you two were fighting to the death"), you're legally considered free to go because you probably had a good reason to kill them.
