I believe Terry only ever advocated for running over CIAniggers. Other three-letter agencies like the FBI and NSA weren't even acknowledged by him. Since Terry only had a hateboner for the CIA and ICE is not the CIA, the answer is: No

(I actually don't fully know if Terry ever hated any other three-letter agency or government entities. Can someone prove me wrong on this? Is there a video of him hating the FBI or something?)

I believe you are 100% correct about this, although I only became a disciple after his tragic death.
 
I don't think Terry would really know the difference between the CIA, ICE, and the post office. Everybody was a gangstalker in his mind. Even a white cop asking him to get up off a bench and go be homeless somewhere else made him think absurd things.

One of the coworker reports back in the day said he got massive glee out of putting IP addressing on a network he was working on, because he used DoD IP space that is not normally routable over the public internet. The person reporting this said he did this rather than using normal non-routable internal space (RFC1918-style) specifically to fuck over anyone trying to integrate the thing he was working on with a military network, and would laugh about it when it was discussed. Not conclusive but signs of general government distrust.
