Why won't 2017 memes die off?

Because they're very versatile and can still be used in current context, unlike one-hit-wonders like "Damn Daniel," "Ugandan Knuckles," "Momo," "Me and the boys," etc. etc.
 
They're the Coin of the Realm now.

Wojaks are a neutral, exploitable template. He's basically a stick figure now.
 
Their versatility is a big reason, but I also think it has to do with an overall internet culture stagnation that's been going on for the last few years. Two possible explanations:

1. Zoomers/the new generation cant create new memes because they suck and are lazy and all the older people are out of that phase of their life so now they just reuse the memes from before.

2. Lockdowns caused everything to slow down, even the Internet which you would think would have seen an explosion in creativity since being online is the only thing some people were able to do for almost 2 years. A paradox maybe, but is it possible you must touch grass every once in a while to be able to create good content?
 
That’s when all the NGOs/three letter agencies hired their staff. Every single internet influencer who was hired to spout “correct opinions online” were trained using 2016/17 memes. Obviously they have had time to learn memes, but humans are simple creatures. At the end of the day, they’ll just collapse back to the old reliable Shaq “thank you, have a nice day” if they’re too tired to think of anything else
