In many scientific fields that focus on humans, where human lives and health are ultimately at risk with each product, they don't test things on humans right off the bat.
It seems logical that if we do psych experiments on mice and test makeup on whatever we test makeup on, we should use this same careful method when designing government things that people are exposed to.
Laws, zoning, and grand city projects can be costly in terms of human health and life, so testing them on animals first to establish safe efficacy seems obvious.
