Because society and civilization are emergent, meaning the current instances of civilization are the natural reflections of the beliefs and values of the peoples they comprise, and without changing those beliefs and values, the same forms of civilization will recur.

That's not to say they shouldn't be allowed to fail, but they should be allowed to fail organically, just like natural selection on any other scale.
