Why is it called "scissoring"?

Last time I checked scissors are used by making open-close/expand-contract motions with them, and doing so with another scissor in between is already a clear act of futility and foolishness. No one uses scissors by making back and forth motions with them, yes? People don't do that when they shave the sides off coins.
