Why doesn't electricity get all over the floor?

You need to mine it out of the ground first. Think of your floor as the gold in the California rush of '49 but the gold is actually in the form of copper wires and the only way to get it is with a pick axe to the floor. After you break open the wires then you can seize the copper with your bare hands and rake in that sweet sweet electricity.
 
Yeah it does, its why you should keep your feet together if you're ever caught in a lightning storm or something, I can't remember specifics something to do with preventing a potential difference so the electricity doesn't travel up through your legs.

but at lower voltages/charges/currents/whatever its because the atmosphere is so thicc.
 
It will. But first you have to get an extension cord and cut the end off of it. off Not the end that goes into the wall socket. Then make sure some of the copper wiring at the end is exposed. Don't plug it into the wall socket while you do this. You can but you will probably kill yourself or at least severely injure yourself. So next get a bucket of water. Pour the water on the floor. While not standing in the water put the end of the exposed extension cord in the water. You don't want to be in the water.

There should be electricity on the floor now. You can't see it though. The only way to tell is to touch the water.
