Gee, I wonder why a massive public corporation from California is using lowercase i Internet in their documentation, it's not like every single massive public corporation in California works towards the goal of dismantling of the uppercase I Internet as we know it, that can't be true.
 
It's been a long-ass time but in part there was a cultural thing around Cisco's use of the term 'Internetworking' as part of their trademarks (like IOS, which Apple had to license). Them wanting to sell routers, they were big on everyone having their own 'internet'.

Or more simply this author used a more normie capitalization of the term.
