I don't mean air superiority as in warfare.

I am very tired of being bullied by the weather. I know I am not alone. Every spring and summer, hurricanes and tornados relentlessly bully earth dwellers and I am tired of this tyrrany. Why is the government not focusing its powers on fighting the sky?

We already tried, failed, and seethed.
Being subject to weather keeps you nice and compliant to your overlords for weather gibs. We developed weather control technology in the 70's as part of Operation Dessert Storm however the feds have kept it under wraps to keep vooters loyal.
