Yes, there's a difference between formal education and good breeding. I was raised in what some might term a "Patrician" environment where people were not allowed to act like fools while wearing wife beaters and picking at their teeth with sticks.I think it's more a matter of education (and I'm not talking about formal education) than poverty, but most poor people tend to be uneducated.
