they don't seem to be as playfull as a normal cat?
for instance , mine (female) only purrs when i rub her belly in specific times of the day , other times she just wants me to leave because she's very talkative and she gives off the get the fuck out vibes

You'd be cold too if the same was done to you

Cats don't really enjoy being rubbed on the belly to begin with.

I have never seen any correlation to this effect with mines either. They just grow up and become less playful, but not cold.

Thing is, cats are not really into attention on someone else's timetable. They want you when they want you, most of the rest of the time, they are just fine without.

She purrs and even Lets herself in a consenting position to the belly rubs

Not that often if we go by your question.

This is the most sensitive part of the body, they only allow it if they are already very confortable. It's a bit like meeting a girl and sticking your hand in her panties before you even kissed her.

She also meows, but like every time Its even tiring how much she spends her voice Its like one of those cats that expect you to know What she wants

Cats have individual personalities just like people. You might be mistaking the overly affectionate mannerisms of a female cat in heat with their regular personality. Cats also can change as they get older just like people. Some go through an aloof "teen" phase when they leave kittenhood. Others like my cat Charlie are forever babies. He jumps in my arms and wants me to carry him around like a baby all the time. He'll be three in May. Essentially, you have to mold yourself to your cat's personality. Not the other way around. They will feel more affectionate if you learn their personalities and how to communicate with them based on that.

I'm not sure that's related to the neutering. Cats are all a little different, but petting the belly is hard mode. Some cats don't want it ever. Scratch the base of the ears, the chin and cheeks--find out what your cat likes.

My cat flops around on the floor and shows off her tummy sometimes. The trick is to pet her flank while the belly is on display. If I pet the belly, I get attacked. Which is probably what the cat hopes I'll do; she's a pretty rough customer.
