First of all, they are from Mobius which is an entire different planet which has a completely different set of social norms and mores that you can't apply to Earthlings. Second, Mobius is in the constant state of anarcho-tyranny and there is no universal criminal justice system or code of laws to dictate social behavior of the denizens. Age of consent does not exist in such a place. It's kind of like the future in Terminator, mankind is scrounging around just to survive. They don't have the luxury of having laws and social constructs. Rape, murder, theft, all are parts of day to day life and are seen as not only acceptable but necessary for survival.
