Depends on where you are, in most places outside america police has such little budget for this kinds of stuff that you'd need to make significant transactions to catch enough attention. Bitcoin is 'safe enough' for small things because there's a thousand of you on dark web for every 'fed' out there. And catching small-time dealers over tor is very expensive and work intensive.
Fun fact: monero is also technically traceable if you keep it on software wallet for more than 20 minutes. If you want total anonymity use railgun instead.
