What you are solidly failing to grasp is the concept of citizenship.
Being a citizen is a key part of being able to say that you are of a particular nationality, which in turn is intrinsically related to membership in a particular culture.
A person can hold one citizenship but reside in another country. It is very common here in the EU, thanks to a freedom of movement rule. It is also fairly common in the USA, I believe with particular large cities such as New York and Los Angeles, which are related to much international business and trade.
I actually hold two citizenship legally, and the right to residency in my current territory. Right of residency is termed "Resident Alien" in the USA, to my best knowledge.
I say you are not Irish because you are not. You are a US citizen. You think you have a cultural heritage relating to Ireland, but that is highly questionable. Tonnes of people of African origin in the US have Scottish names, due to many overseers of slaves being Scottish or protestant Northern Irish and the plantation owners using the overseer's names to identify the slaves under them.
This, of course, is no evidence whatsoever that your heritage comes from Indentured Servants. That ceased to be a thing in the 1700s, so was long over by the time Black 47 rolled around.
The very fact you tried to claim this shows that whoever told you was ignorant of the situation, most likely covering a serious criminal past.
I wrote, very clearly, that what you are saying by claiming to be Irish is as offensive as raping children, strangling cats, and laughing at starving people.
