What is this posting eccentricity?

I've seen a couple of users do this, a few habitually and I'm curious about what causes this.
It basically looks like this:

It's a sign of phonefagging. When quoting a post on phone, it takes a brief second for it to actually appear in the comment box. Some people start typing before it appears.
