What is Diwali and why is it a meme?

I have been seeing a lot of ironic ‘Happy Diwali’ posts on various forums and social media, usually in relation to some petty crime or local incident. What is Diwali and is it actually associated with criminal activity or are people just dunking on Indians because it’s one of the only acceptable forms of public racism in the Anglosphere?
