To give a specific example of why you're wrong if you don't say ace combat, consider the following:

Now sure, the track is badass. But the mission is destroying literally an entire navy. What makes it fun is the AWACS calls out the ship names when sunk.

"CARRIER GEOFAN, SUNK!"
"BATTLESHIP TANAGER, SUNK!"
Along with the frantic enemy radio chatter, it all comes together to make you feel like an absolute reaper.

Pretty dissapointed I didnt see anyone say chrono cross the game is okay but that soundtrack is absolutely heavenly.

Sonic, Halo, Destiny, Ace Combat, Armored Core, MGS, Valkyria Chronicles, Mass Effect, Supreme Commander, Rise of Nations, Crimson Skies, Final Fantasy, Half-Life, Monster Hunter, Red Dead Redemption, Stellaris, Starsector, Jet Lancer, Descent, Mafia, Max Payne, Homeworld, Elder Scrolls, Doom, Advent Rising, God Eater, Tomb Raider, Jets ‘n’ Guns, Brigador, Hitman, Freedom Fighters, Beyond Good & Evil, WH40K: Dawn of War… come to think of it, it’s hard for me to think of a game OST I didn’t like.

Forgot non-Shoji Meguro SMT stuff (sorry Persona stans). Fantastic industrial, electronic and heavy metal paints such a wonderful picture.

The work of Hidehito Aoki (RIP) is some of the best on SNES.

He did a majority of the music for the original Persona (Shoji did like, four songs including the opera) and it's still a league of its own. Loved his use of vocal samples in a lot of the songs which fits the storyline and world really well.

Absolute sin to not mention dawn of YS for the pc engine(My favorite YS game). It has two versions of the sound track as well. One made using the PC-88 by falcom's sound team released on CD, and Ryo yonimitsu's remixes used in the pc-engine game(we don't talk about the shitty snes version).

Pc-engine version.

Final Fantasy, easily.

That's said, it's a good question because even though individual games or smaller series have some of my favorite songs (Chrono series, Donkey Kong Country, Sonic, etc), as a whole their OSTs, while still legendary, don't have the same raw numbers on their side as something like Final Fantasy.

Seriously, Final Fantasy is not only a gigantic series, it's music is the only consistently great thing about it, and there's just fucking tons of it.
