I’m not sure about the ketchup but that looked fine it’s still not really fried
 
This technique has a name: poaching. You usually do it to more delicate proteins and vegetables like eggs or fish or asparagus. Sometimes I do it with fattier sausage as well as the fat renders and browns the meat as the water boils off. Chicken wings are not fatty enough for this to work so the meat will be bland and probably a little tough because water can’t get as hot as fry oil, meaning the meat will be cooked but not hot enough to tenderize the meat.

Also fuck that nasty sugar sauce, just toss the wings in a real one using a bowl.

Like others have said this isn't frying it's poaching. However, this is not a bad method to cook your chicken as you can always move it to a pan to give it some nice texture and browning then top it off with a nice sauce.
