He seems to bring up Jewish law a lot in his writings, but he was also a follower of Jesus and important in the early church. Was he acting on the fence just in case he was wrong in either direction?

Paul's ministry is directed at non-Jews so he makes a lot of explicit references that are not in the other parts of the New testament because those sections assume You are well studied on the Old testament and can pick up the call backs and allusions without additional guidance.
