What is known about recruitment of young people in Venezuela

A denounce by deputy Americo De Grazia alerted Venezuelans, the parliamentarian said that
the intelligence service (Sebin) would be kidnapping teenagers in Zulia state as part of a plan to recruit young people in Venezuela to allegedly take them to the border.
The information that ran like wildfire in social networks and in the messaging application like WhatsApp was denied by Zulian journalist Gustavo Ocando Alex, however, he assured that there were indeed several cases of soldiers who forcibly took young people.
The communicator expressed through his Twitter account that
"it is a lie that there is a recruitment process in Zulia", a source close to the process of enlistment in the Armed Forces informs me. "The GNB are forced to fulfill their quota of enlisted men and there are some of them who take boys by force to the barracks .
