This is way more flourished that it sounds, in reality the opposition believe they have some kind of chance but breaked from Guaido because they naively believe they can win, they did not count with some facts that people absolutely hate them and the elections are for governors and mayors aka people with absolutely no power or say in the affairs of the country, they are just there to be figureheads while Caracas and the military do all the government job, the opposition are in a internal war because no one want the candidates that were accorded by them and everyone just plain ignore the calls for primaries because they dont care anymore

Some are even predicting Maduro would be willing to retire from office at the end of his current term in 2024.

Lol no, you know he doesnt care because he is celebrating and goading about how good he is on tv and how this negotiation was all his idea (it wasnt)

This article is just being naively optimistic because there is right now a negotiation in mexico with both sides that is like seeing rats negotiating with mouses, the government doesnt absolutely give a shit about it, they only want one thing and one thing only, that the USA unfreeze their millions of dollars they have there, they have reunited twice and the points they have achieved are a joke, the only one that is somehow important is the one where Maduro allow international organizations to bring vaccines because he refused to let them in, the rest are just pointless garbage like the recognition of Guyana like someone actually gives a shit about it, it doesnt help that the commies are sabotaging it right now by trying to put Alex Saab a wanted money launderer in the negotiation table to prevent his extradition to the USA

All of this is happening before ANY KIND OF GUARANTEE of fair elections so they are killing themselves in petty fights for a fat 0% chance of winning anything worth a damn

a little update, there is meeting of the CELAC in mexico a shitty international thing that chavez created a long time ago and for some reason Maduro has decided to LEAVE the country for the first time on 2 years, the meeting is still going but several presidents have asked why the fuck he is there while the others just plain ignore him or pretend he has the ULTRA COVID, he and his retarded wife are bitching that they deserve respect, while the not communist countries are going "or what? you are going to cry?"

The first one say that Colombia reject the presence of Maduro in the CELAC, the second is the tweeter user praising the president of Uruguay about his declaration that was mostly "you are a human right violator you should not be here", the third one is the president of Paraguay saying that his presence in the meeting doesnt mean he recognize the government of Nicolas Maduro as legitimate

Costa Rica is a very odd duck, where the right events came together at the right time.

tl;dr: There weren't a lot of natives to start with, and almost any that were there got Smallpox'd or by the time the English were setting up had heard about Whitey and GTFO. So very few native issues.

The other part was that they were in full Banana Republic mode like everyone else - but the Dictator (who essentially only represented the Aristocracy) lost the election but refused to cede power. The Right Wing populists won the election but were completely disorganized from a resistance standpoint. The Socialists, on the other hand, had their shit together and their guy figured that if started a revolution to put the Right Wing in power, he could A) get the Right Wingers to help out (or at least not stand in the way) and B) Probably win the next election. So you had an interesting case of Socialists waging civil war to install a Right Wing leader.
Both sides agreed to abolish the army where the Dictators loyalists were entrenched (while setting up a 'national police' which is practically the same thing) for selfish reasons, but the spirit of collaboration lead to improved relations between the two sides, and a willingness to reach compromise via negotiation.

And then about 20 years later, Americans decided they really liked beaches.

Americans decided they liked beaches, and Costa Rica had A) Beaches and B) Stability, so they got a flood of American tourist dollars that has practically never stopped, and got business that was formerly their neighbors as those places started to get dangerous. Its very easy to be friendly with the opposition when there's enough to go around.

And because both the Socialists and Right Wing were power sharing, leaders on both sides got their cut of the tourism trade and decided they liked money much more than they wanted to try to kick the other side out of power.
