My guess is that it's an automated pity response. Vee doesn't have a fancy accent to hide his idiotic utterances and he has been on the recieving end of jokes and mockery from pretty much every angle.

However I agree with your point, there are mountains of disdainful traits and behavior from him and hardly any redeemable features. It probably helps that he used to hang out a lot with Jim and the IBS gang, while the likes of Carl and Matt were busy pretending they didn't care.
 
It would be wonderfully ironic if Vee tried to play the "don't kink shame me" card like a SJW in response to the revelations of his astounding perversion, but somehow I think he's too autismal to even understand that he should be ashamed of this
