I wanna see what the actual retail model is capable of first before making any rash decisions.

Price is good for the specs considering it's a handheld, I just want to know if games can be modded as easily if it's supposed to be a watered down PC.

You can also tinker with it—the Steam Deck isn't a locked box—and even use it as a regular PC by plugging it into a monitor and peripherals. "Browse the web, watch streaming video, do your normal productivity stuff, install some other game stores, whatever," says Valve.
SteamOS also switched from Debian to ArchLinux.
