We don't need to invest locally (not that that's not a good thing to do) for competing with China, we need H1-B reform to keep tech companies from outsourcing the labor for that tech going forward.
I'm all for a domestic semiconductor plant and all the good things that come from it, but until he addresses that financial incentive nothing about the American tech sector is going to change. It's far cheaper to pay for an apartment for six chinese/indians with immigration controls you can lord over them than the same amount of local talent who can leave for better gigs in 3-4 years.
