ehh my guess is it is less the eyeballs themselves and more the male orbital sockets creating that constant sunken eye look, which comes down to skull shape as you said. they may be able to shave down bones in the jaw or a forehead (not that anyone should), but you can't exactly pull someones eyeballs forward like a video game character editor.
