Dont know how it looks at your place, but where I live abortions were performered mostly on conservative, catholic women who already had children, just didnt want/couldnt afford more. Now even having a sick, fucked-up fetus wont get you one, so - again - it's the women who want to be mothers but something goes horribly wrong that are punished, not the careless thots who go abroad.
