The Torah condemns the castration of men and beasts alike, which supercedes the issue at hand. If you no longer have a peen, then you can't be circumsized or uncircumzised. You're just a eunuch and not allowed to attend synagogue. Likewise, phalloplasties =/= peenz, and if it isn't a peen you can't circumsize it.

Circumcision as part of the Abrahamic Covenant is supposed to be a reminder to God to keep his promise to make Abraham and his descendants fertile. It's literally a sign to God to make sex produce offspring, which is the core promise of the Abrahamic Covenant. It's directly analogous to the rainbow and the Flood—the rainbow is a sign to God to remind him to effectuate his promise to not flood the entire Earth again.
So it's literally pointless, from a Biblical perspective, for a woman to worry about her rotdog being circumcised. There's nothing that can ever be produced from using that fake appendage, so there's no reason to remind God of the Abrahamic Covenant. Biblical Christianity does accept eunuchs though. Jesus talks in an accepting manner about eunuchs, and an Ethiopian eunuch appears positively in Acts. But Judaism is pretty clear about the connection between having a dick, circumcision, the covenant with Abraham, and fertility.
