It would have to be moved the same way they intend to move ships to Florida form Texas. So it would have to be set down on a ship that would lay it on its side or some sort of vertical framework on the barge could be built. I'm not saying they should do this for all launches but it should be there as a backup if things don't look quite right or if they need to reduce the risk of damaging the launch hardware in the event that they need to do a large number of launches in quick succession.
The problem with this is that it completely eliminates the ability to meet the rapid redeployment goals.

The entire idea behind landing the main booster and upper stage back at pad II is so they can processed within a week.

You can't do that with a barge.

I mostly agree but there is one kind of situation where you'd want an extra margin of safety that alternative landing spots could afford: when you're launching a large number of ships to fill up a tanker and you don't want to risk any of the launch pads being knocked out of service by a malfunctioning upper stage or even booster stage. You wouldn't want to fill up a tanker 90% of the way full for a moon mission only for the 2nd to last Starhip or booster to crash into a tower or launch pad and end up ruining the entire operation due to the massive delay to further launches.

However, this is only in a situation where there are enough extra ships and boosters that you can afford to lose some rapidity in reuse for safety.

Yeah that is why there are ten launch pads getting built in Louisiana, along with the pads at Cape, and the upgrades to pad 1 in Boca chica.
