I'd imagine so. There was an offer on old houses in Stoke on Trent where you could buy them for a quid, on the provision that you couldn't sell it for 5 years or so and you were willing to fix them up.

A lot of the houses were in a state of disrepair, but a lot of the buyers were able to make their refurbishment money back by renting the houses out to students

Sounds pretty normal to me. If not a lot of work on your end to keep your property up to code.
