The only episodes I saw any smootheness with were the ones done by Akom. The ones by Rough Draft were (and still are, for that matter) choppy as shit. Everything else is on point. But I'd argue the designs started to degrade with Season 4 at earliest. Though it was a more gradual decline.In my view, ever since they ditched Film Roman in Season 28, the animation has gotten smoother, especially in episodes directed by Matthew Faughan, Bob Anderson, and Mark Kirkland, but the backgrounds look horribly bland and the designs of the characters themselves have, like you said DEGRADED into pieces of shit. This can also be in part of that overall budget cut the show got in 2012.

Season 6 was when I think the show looked kind of good and then I think Season 10 was the show looking its best.

Now if you want to know who animated what, pay close attention to the animation. If the animation looks like it's missing inbetween frames, and more so if they try fuller animation? Then it's a Rough Draft episode.
I was referring to the more recent episodes, but you do have a point. Akom and Anivision's episodes of the show are far better animation-wise in comparison. I don't think it helps that Rough Draft is just a busy studio in general, even when they joined onto the show.It seems as if the Akom episodes look overall cleaner than the Rough Draft work...which makes sense. Rough Draft in Ren and Stimpy really fucking sucked once John K. left. Everything went from being smooth to being ROUGH and simplistic.
Akom was pretty okay with Tiny Toons, but really sucked for Batman: TAS and Animaniacs. So, they're a mixed bag.
