Most rapes in India probably are not reported. It is such a shithole that even if you do report one, what's gonna happen? Who is to say that the offending party won't just pay law enforcement to turn a blind eye? What if, after they catch wind of your attempts, they rape you again, or even kill you? And that's not even counting the rapes that result in death. Their "holy" river is so polluted that it must be very convenient for corpse disposal. Its a reporting difference as well as a definitional difference IIRC.
