The stories of jeets molesting, kidnapping, driving without licenses, stealing, and generally ignoring American laws are not because they are stupid or inherent criminals, they just don't recognize your laws. Despite common jokes, I would feel safe walking the streets of New York, San Francisco, Los Angeles, and Miami. They are patrolled, crime is kept under control in most areas, and you can tell where the good and bad parts of town are. Indian cities are sprawls of sheet metal shack slums where violence is simply ignored. Police don't patrol and don't care. There is no "good part of town" you will be stabbed or robbed anywhere. White skin is a giveaway that you have money, and you can bet that tells every lowlife in the area that you are a walking ATM. Either to scam or to rob, they will approach you and get your money.
This level of harassment simply never happens in any Western city. I would never anticipate being literally stalked by dozens of overpriced taxi drivers outside a Detroit airport, mugged inside my hotel, and served overpriced rotting food made with dirty poo water. In India, you should expect these things, often because you are foreign and ignorant. All of Indian society converges on you, the newcomer. There is no equivalence.
Many Indians truly believe bribing your way out of criminal situations is the correct way to act, and a government able to put you in jail for flagrant violation of anything from social norms to human rights is in itself a violation of human rights. The Indian is a child never beaten for making unreasonable demands, and now he is an adult whose behavior is the same.
