Pretty much, that Social Credit Score system they have is already a very powerful tool for ensuring compliance with what the CCP says to do. While I don't know how the Social Credit system ties into their crime & punishment, I think it is safe to say that getting arrested for any reason takes a huge chunk out of it, and then doubly so for committing a "serious" crime. And I do also know that your Social Credit score dropping low enough basically locks you out of participating in society.
