Welfare was created as a genuine bounce-back system and up until the 90s, being on welfare was definitely a loser thing to do. The culture changed in 2005 with the hipster movement where after that point you were seen as savvy and gaming the system, except being on welfare fucking sucks because you are literally living at the poverty line. But Indians who'd otherwise make $2 an hour, would see it as living like a king. Democrats know this and that's why their entire game is to keep going higher and higher on saying how much free shit they will give you, if elected. Also those are ocean dolphins, river dolphins don't have that same stigma as they generally lack eyes/have poor eyesight as rivers can be murky (traditionally with mud and sand, not poop), so you don't need to see good underwater, so they tend to stick to themselves in the deeper, darker areas of the rivers.
They're pretty laid back, and only eat fish (narrow snout, tiny teeth). Majority of them are either extinct or endangered, as they all sadly seem to exist in environments that are also riddled with the worst of humanity, through either extreme pollution or hunting (or both in the case of China).
